The Full Story

A plain summary built from the channels that reported this story.

After weeks of public pressure, the Prime Minister has expanded the list of offences excluded from the prison early release scheme, meaning the two men convicted of killing PC Andrew Harper will not be freed early. Andy Burnham announced that anyone convicted of unlawful killing, including all forms of manslaughter, will now be barred from the scheme in England and Wales. The change also covers those convicted of indecent assault, death by dangerous or drink driving, causing or allowing the death of a child, and historical child sex offences.

The early release scheme was designed to ease severe overcrowding in prisons, which are running at about 98% capacity. Around 5,000 prisoners were due to be released early from October. The government had already excluded murderers, rapists and serious child sex offenders. But the case of PC Harper's killers, Albert Bowers and Jesse Cole, became the focus of a national outcry. PC Harper was killed in 2019 when he was dragged behind a getaway car while responding to a theft. Bowers and Cole were given 13-year sentences for manslaughter and were due to be released in January after serving half their time. The driver, Henry Long, is serving a life sentence and was not eligible.

A petition against their release gathered more than a million signatures. Police chiefs across the UK wrote to the Prime Minister urging him to use every lawful option to keep them in jail. PC Harper's mother, Debbie Adlam, said the campaign had been exhausting and that the family had been left in limbo. She welcomed the change but said there was no joy in it.

To make room for the extra prisoners who will now stay inside, the government says it will deport more foreign criminals, create new cells in existing prisons, and end the controversial indefinite sentences known as imprisonment for public protection (IPP). More than 2,000 people are serving IPP sentences, and ending them will require legislation. Critics have warned that releasing IPP prisoners could put the public at risk, and that deporting foreign offenders is slow and depends on agreements with other countries.

The changes have not satisfied everyone. Domestic abuse offenders are still eligible for early release, and the Domestic Abuse Commissioner said victims and survivors would still be forced to protect themselves from dangerous abusers. The Conservatives accused Andy Burnham of changing his position repeatedly, saying it was his fifth different stance on early release since becoming Prime Minister. Probation officers have also voted in favour of potential strike action in protest at the scheme. The Justice Secretary is due to present the full plan to Parliament when MPs return on Tuesday.

Channel Perspectives

What each channel focused on, with key quotes.

ITV

ITV focused on the human impact of the early release scheme, giving prominent coverage to PC Harper's mother and to other victims such as the family of a woman killed by a dangerous driver. It also tracked the Prime Minister's shifting position and the practical options being considered.

Key Quotes:
  • “I think I'm more angry than ever.”
  • “The fight goes on. Nothing's been done. Nothing's been found yet. So until it happens, here we sit.”
  • “The proposal will be to find new ways of freeing up space within the prison system so that we do not have to release offenders early, and particularly the most serious offenders like those involved in the killing of PC Andrew Harper.”

Sky News provided detailed political analysis of the legal and practical difficulties in exempting individual prisoners, and later reported the Prime Minister's announcement as a response to public pressure. It also gave airtime to PC Harper's mother and to the police chiefs' letter.

Key Quotes:
  • “It is certainly one of the thornier issues that has overshadowed to an extent some of what Andy Burnham has tried to do over the last few weeks.”
  • “The Prime Minister has confirmed that two of the killers of PC Andrew Harper will stay in prison.”
  • “I think there's a lot of mixed feelings about this. We are grateful that it's now resolved from our position.”

BBC One West focused on the official Downing Street position and the political fallout, including the Prime Minister's request to the Justice Secretary and the later confirmation that the killers would stay in prison. It also included analysis of the numbers and the options for freeing up space.

Key Quotes:
  • “Downing Street has said it's not possible to exempt one or two defenders convicted of manslaughter from the government's early release scheme amid pressure over the eligibility of PC Andrew Harper's killers to be freed before the end of their sentences.”
  • “The Prime Minister says he is increasingly confident that two of the three men who killed PC Andrew Harper in 2019 will not be released from prison early.”
  • “The proposal will be to find new ways of freeing up space within the prison system so that we do not have to release offenders early, and particularly the most serious offenders like those involved in the killing of PC Andrew Harper.”

BBC News led with the Prime Minister's exclusive interview and the formal announcement, and included reaction from the Howard League for Penal Reform and the Conservatives. It also set out the practical problems with the proposed solutions.

Key Quotes:
  • “The Prime Minister speaks exclusively to BBC News, revealing changes to the prisoner early release scheme, keeping hundreds more criminals in jail.”
  • “We've spent the summer turning over every single stone. And now we've come up with a proposal that will allow not just those guilty of manslaughter, the people involved in the killing of PC Harper, but those who have been convicted for indecent assault, those convicted for death by dangerous driving, all of these offenders now will remain in prison, hundreds of them.”
  • “The decision comes after more than a million people signed a petition calling for the killers of the police officer, PC Andrew Harper, to stay in jail.”

GB News was sharply critical of the Prime Minister, framing the policy as a U-turn and giving prominent coverage to Reform UK's proposal to send foreign prisoners to El Salvador. It also highlighted the emotional toll on PC Harper's family and the possibility of probation strikes.

Key Quotes:
  • “Is this a U-turn from the Government? The Government insists it wouldn't be possible and that the scheme must go ahead to stop prison overcrowding.”
  • “It's like an arsonist turning up with a fire extinguisher and saying look at me I'm putting out the fire.”
  • “The Prime Minister has told the Justice Secretary to find a way to block the release of PC Harper's killers even though the government told GB News earlier today that an exemption wouldn't be possible.”

Newsnight offered legal and political analysis, with guests including Dame Vera Baird and Sonia Sodha. It focused on the difficulty of exempting individuals, the re-traumatising effect on victims, and the long-term failure to build prison capacity.

Key Quotes:
  • “The Prime Minister has asked the Justice Secretary to work through further options to keep a greater number of the most serious offenders in prison, including the killers of PC Harper.”
  • “It's going to be re-traumatising, bringing it all back to everybody when that truly isn't what it was intended to be about.”
  • “He's between a rock and a hard place that has been years and years and years in the making because the previous government didn't build enough prison places.”

Channel 5 focused on the petition and the police federation's campaign, and later on the Prime Minister's announcement. It also gave airtime to the chair of Thames Valley Police Federation and to the PM's interview.

Key Quotes:
  • “A petition set up to stop two of the killers of PC Andrew Harper being released early from prison has now received more than one million signatures.”
  • “Andy Burnham says he is increasingly confident he can stop PC Andrew Harper's killers being released early.”
  • “The Prime Minister has ordered his justice secretary to find a way to keep these two men behind bars.”

Channel 4 framed the story as a trap for the Prime Minister between doing what is right and what is politically possible. It gave prominent coverage to domestic abuse survivors' fears and to the practical difficulties of freeing up prison space.

Key Quotes:
  • “It's kept me awake at night sometimes because I don't know how I'm going to manage my feelings of knowing that they're out living their life and Andrew's not.”
  • “The Prime Minister, the reality of the job caught between doing what he thinks is right and what is politically possible.”
  • “But not on the list are domestic abusers.”
